Payments are made on PayPal's own site, which sets its own cookies under its own policy.

The cookie notice remembers that you've dismissed it using your browser's local storage, not a cookie. Clearing your browser data will show the notice again.

You can block or delete cookies in your browser settings, but signing in and checkout won't work without them.
